ARCHITECTURE & DESIGN REVIEW COMMITTEE DRAFT MINUTES
September 5, 2013     5:45 p.m.

The meeting was called to order at 5:45 p.m.
NEW BUSINESS:

  • Appl. 13-35P, Sullivan Place Centers LLC – request for site plan approval for three buildings totaling 12,600 sf of retail space in phase 1 and 19,200 sf of office space in phase 2, to be known as Sullivan Place Centers, on property located at 925 Sullivan Ave., GC zone
Phil Tartsinis, owner and developer of the property, presented the plans for three new buildings at Sullivan Place Centers which will be built in two phases. The plan interconnects this site to the rear of the adjacent site at 855 Sullivan Ave.

The proposed buildings in phase 1 include 5,150 square feet buildings set up for the bank drive thru and a 7,450 sf retail building.  Both buildings will have block veneer, either tan or off white in color, with a black accent strip to enhance the buildings.  Wood shake will be used on the A frame of the buildings. The plans call for a cupola to be added that is intended to be lit.  

The second building which is 7,450 square feet, will have two A frames and will be constructed with the same accent block veneer and have functional working windows. The block veneer will cover the entire building.

Phase 2 will include a 19,200 sf office tower which will have the same color block used on the lower level as is used for the phase 1 buildings. The dry fit will be a similar color of earth tone and accent strips. The intent is to have continuity of materials used in all Sullivan Place Centers buildings. There will be accent lighting on the buildings as well. The applicant presented a picture of a similar office building he had constructed in Enfield.
The site will have 25 foot high full cutoff LED lighting on aluminum poles which will be bronze in color.
The landscape plan includes both interior landscaping and around the site’s perimeter. Mechanicals for the buildings, whether on the ground or roof, will be screened. The mechanicals for the larger office building will be located on the roof and will not be visible from Sullivan Ave.

The Committee discussed the proposal.  Members asked which elevations will be facing Sullivan Avenue and requested that the back of any building facing Sullivan Avenue have a similar treatment to the front of the building. Mr. Tartsinis replied the front and back will be the same with windows in the doors.

The Committee indicated that they were pleased the architecture and plans as presented.  Items that needed to be finalized on the plans include: an update to the architectural elevations of the front building so that the elevation facing Sullivan is treated the same as the opposite elevation; a note that all condensing units, if placed on the ground, will have to be screened; door locations on the backs of the retail buildings should be shown, and material colors should be finalized.

  • Appl. 11-24P, Evergreen Walk LLC - Request for a modification to~the architectural elevations for the two apartment buildings in Town Square
Attorney Mike Bonzani introduced the team to discuss the architectural and site changes for the approved apartment buildings in Town Square, Evergreen Walk, to be known as ‘The Haven’. In attendance were Rich Johnson from Johnson Developers, Greg Cleaver and Alan James from Davis Architects.

Changes to the plans include the addition of an outdoor pool area with a cabana and inclusion of some garages. The footprint of the original apartments will not be changing; however the building elevations have been designed to give a village-like appearance.  The apartments will include screened in porches.

Greg Cleaver, architect for the project, presented the colored elevations. The exterior of the buildings will be a combination of brick and smooth stone with shake siding. A material board, with samples of the stone, brick and colored hearty plank product, was reviewed.  All sides of the building will have the same material. Garages will have stone at the bottom and siding. The monument sign will also have similar materials.

All mechanicals will be installed on the roof and they will not be visible. There will be entrance points all around the perimeter of the site. Trash dumpsters will be located behind an enclosure and will have a drop off area which may include a valet service for trash pick up.  All the landscaping and lighting treatment will remain the same. Minor changes proposed to the floor plans include creating more open floor plans and adding dens.
      
The Committee discussed the proposal.  They indicated that they were pleased the architecture and plans as presented and forward a favorable recommendation.  
The meeting adjourned at 6:45 PM.
